It seems that everything is settling back into place on New Earth. It's now been over a year since the Infinite Crisis and the rising of The Society. Things have, it seems, returned to normal for the most part. Superman has returned his powers officially back after his bout with Superboy-Prime, Batman returns from his sabbatical with Nightwing and Robin after training under the Cult Of Ten Eyed Men, Wonder Woman has also resurfaced, and they have reformed the Justice League. With Red Arrow, Black Lightning, and Geo-Force being brought into the fold things are looking hopeful for the newest incarnation of the League. All though is not as it seems on New Earth as unbeknownst to them the effects of the Crisis are in fact still lingering. Not all Earths were consumed and with the fifty-two left standing what does this mean for those on New Earth?
So I escaped and became what some people might call a
'mercenary'. I prefer the title 'cleaner of the gene pool'.
On Earth 616 a war rages. Not the kind of war most would expect but a war none-the-less. A Civil War that pits heroes against heroes all in then name of something called the Superhuman Registration Act. Proposed after a disaster in Stamford, Connecticut it is meant to register and train the heroes of Earth 616 so they are prepared for similar situations, it is no surprise that it was met with some resistance. They are locked at a standstill with the Anti-Registration side lead by Captain America and the Pro-Registration lead by one Tony Stark who is Iron Man. The war is tearing the two sides apart and despite the fact that it's just starting and no one has yet to fall, things are getting out of hand. The only question is who will go down first and how it will effect things in the long run. Well that was the only question at the time but now there seem to be bigger ones.

Earth 202 though is the least suspecting of the worlds and seems to be the one with the least issues. It is however in a time warp or at least lagging a bit as it is the year 1974 and a group of Vigilantes called the Watchmen fight crime in the U.S. and they are the first to see the effects of what is to come as the worlds merge.
You heard Big Blue's pitch now it's time for the democratic response.
It seems the Monitors are being forced to merge the remaining Earth's as the balance of fifty-two can not be held and the multiverse is splintering. One by one they have eliminated all the possibilities for the official New Earth until three remained. The three merge at a standstill their worlds warped together with the Atlantean Kingdoms, Washington, and New York at the center of it all. Washington though is the key location and as the leaders of all the worlds meet only one thing has been determined. That the Superhuman Registration Act of Earth 616 is a good idea. Being pushed through the other two Earth's Congresses just as on Earth 616 heroes are taking sides. The Justice League is split in two between old and new members as Superman, Wonder Woman, Hal Jordan, and Hawkgirl side with Stark and the Pro-Reg side while Batman, Green Arrow, Red Arrow, and Captain Marvel join Captain America. It seems that this will be the battle to determine the three Earths. Earth 202 of course is not forgotten as their government champions The Comedian in support of Pro-Registration. All the players are on the field...well almost.
But your biggest mistake...you didn't let the Joker play.
Extending his hand to the government of Earth 616 Lex Luthor has proposed a joint venture in the reformed super villain group known as The Thunderbolts. Sharing leadership duties with one Baron Hemult Zemo one can not help but wonder what will happen as two of the greatest supervillain minds of both worlds are forced to share leadership over a team of their peers. While Zemo's Thunderbolts will remain intact Luthor brings Talia Al Ghul, The Calculator, Dr. Pyscho, Deathstroke, and The Joker. While the villains of Earth 616 seem to be heeding the call from their peers with minimal resistance the same can not be said for that of the villains of New Earth. Ralllying behind the Secret Six the only question bigger then Cap. America and Batman vs. Stark and Superman is which side of villains will come out ahead.

Somethings go unnoticed though and are written off to mere coincidence. The fact that Dr. Manhattan, Layla Miller, and The Martian Manhunter J'onn J'onzz are no where to be found is chalked up to nothing more then disappearances due to the merging. This though it seems is not far from the truth as they are residing with The Monitors watching the fray from above. Deemed to be too influential in the decision of which world shall become the official New Earth, The Monitors have removed them from the battle. Only time will tell who will walk away and win the war of the worlds.
